Abstract

The implementation of halal certification in Indonesia has undergone a digital transformation through the SEHATI25 (Halal Certification Self-Declare) program. This initiative aims to provide micro and small enterprises (MSEs) with free and simplified access to halal certification via the SIHALAL digital platform. However, the effectiveness of this program in rural areas remains constrained by digital literacy limitations, infrastructural challenges, and a lack of readiness among business actors. This study explores the strategic role of Halal Product Process Companions (P3H) in increasing digital halal literacy among MSEs in Bantaran Subdistrict, Probolinggo Regency. Using a qualitative descriptive approach, data were collected through field observations, semi-structured interviews with certified companions from Halal Center UIN Malang, and document analysis of certification forms and business legality documents. The findings reveal that P3H plays a transformative role not only as a technical facilitator but also as a human-centered educator who supports MSEs through administrative guidance, halal branding education, and digital system navigation. Effective mentoring includes emotional engagement, participatory dialogue, and localized solutions that bridge the gap between national policy and grassroots practice. The study also highlights that cross-sector collaboration—between government institutions, academia, and financial institutions—is critical to sustaining the success of digital halal certification. While this research is limited to one subdistrict and uses a qualitative method, it provides a replicable model for other informal sectors undergoing digital transitions. Strengthening human resources and expanding companion networks are recommended to ensure inclusive and equitable access to halal certification services.
